Program Summary:
 
The National Federation of Community Development Credit Unions is a membership organization of community development credit unions (CDCUs). Begun in the 1970’s with federal dollars, it lost federal support between 1980 and 1982. It was rebuilt during subsequent years with initial contributions from a number of foundations, and a financial plan based on more diverse funding sources. It (1) strengthens and empowers member credit unions helping low-income communities to achieve effective, community-controlled economic development; (2) works nationally to assure the evolving financial system responds to the needs of low-income communities, and that CDCUs have the tools and resources to meet emerging challenges; and (3) strives to assure that the CDCU movement is both permanent and self-sufficient, by developing local and national CDCU leadership, providing forums for communication among CDCUs, and developing the resources necessary to achieve stated goals.

The Federation’s services include advocacy, conferences/seminars, leadership development, organizing, program related investments, public policy work, research, training, and technical assistance. It provides grants to federal- or state-chartered credit unions through its capitalization program, as well as investing approximately $3.5 million per year in deposits and loans in credit unions. The grant program involves competitive applications that are reviewed by staff first, with final selection and action carried out by a committee of non-members such as bankers and other credit unions. Technical assistance includes professional development training, peer networks such as a faith-based network and a disability network, an annual institute, and more. Additionally, the Federation coordinates a program providing VISTA volunteers to credit unions across the country.
